  • St. John's Park Construction update

    St. John's Park Neighborhood Improvement Area Residents:
    Please note that this update is divided into two sections. The first section, Overall Updates, contains important information pertaining to all residents, while the second section, Phase Updates, contains specific information pertaining to particular residents.
    OVERALL WEEKLY UPDATES
    Safety
    Please remind your children to stay away from construction sites, construction machinery, and stockpiled materials. These sites, machines, and materials can be dangerous. Job site safety is our number one concern.
    Who to Contact in an Emergency
    During a life or property-threatening emergency, call 911. If construction equipment or materials need to be moved as part of dealing with the emergency, 911 has a list of the contractor's emergency contacts.
    Who to Contact with Questions and Concerns
    Please call me Carter Schulze, SEH 's Resident Project Representative with your questions and concerns. My telephone number and email address are 952.912.2610 and cschulze@sehinc.com . If you get the voice mail when you call, please leave a message. I check my voicemail regularly throughout the day, and even on the weekends.
    If I do not have an answer for you, I will route your question or concern to the City, contractor, or other SEH staff members. Once I have your answer or information, I will call you back.

    Special Events
    Please now contact me if you have any special events planned this summer that may require special access needs to your home during construction activities. Such activities could be graduation parties, garage sales, weddings, medical deliveries, house moves, large home remodeling projects, etc. The contractor will work with you as best they can to accommodate your event into their reconstruction schedule.
    Garbage Pickup
    To prevent disruptions to the contractor's progress, the City has given your garbage and recycling haulers permission to pick up garbage and recycling beginning at 6:30 a.m., Tuesdays.
    Beginning the week of June 29, your haulers recommend that you have your garbage and recycling at the curb no later than 6:00 a.m.
    PHASE UPDATES
    Phase 1
    CenterPoint Energy (CPE)
    CPE completed the replacement of their steel gas service pipes and has moved on to Phase 2.
    Reclaim Blacktop Pavement
    The contractor will return to reclaim the remaining blacktop pavement on the east side of Ashcroft immediately following the completion of the storm sewer installation on the west side. The contractor chose to delay this particular reclaiming because they install the reclaimed gravel under the proposed blacktop street pavement. They do not want to risk contaminating the reclaimed gravel by accidentally mixing it with street foundation soils during storm sewer pipe installation.
    The contractor will return to reclaim the blacktop pavement on W. 59 th in late July when they reclaim Phase 2 pavements.
    Streets and Driveways
    Beginning June 29, along St. John's and Fairfax , the contractor will remove driveway aprons and the existing street pavement to install one layer each of reclaimed gravel and new gravel that will exist under the new curb and gutter and blacktop pavement. To do this work, the contractor will move the reclaimed gravel from one side of each of these streets to the other and back again to expose the street's foundation soils. You will have overnight access to your driveways. During the day, there may be short periods of time during which you cannot access your driveway.
    Water Main Shut Downs
    In order to reconstruct, and in some cases relocate fire hydrants, the contractor will shut off the water to your home for periods of time that are 4 - 8 hours long during early-July. Using doorknob hangers, the contractor will let you know specifically when these shut downs will occur. From now on, check your front doors each day for such notices.
    Install Storm and Sanitary Sewer
    Beginning the week of June 29, the contractor will install the storm sewer pipe from the intersection of W. 58 th and Ashcroft moving south to W. 59 th . The installation will occur along the west side of Ashcroft where the asphalt road surface has been reclaimed into gravel.
    Phase 2
    CenterPoint Energy (CPE)
    CPE will begin replacing their steel gas service pipes with plastic pipes. CPE will contact you to arrange an appointment for this work.
    Phase 3
    Contractor's Material Storage Area
    During the week of June 29, the contractor will establish their material storage area on the west boulevard of St. John's across the frontage of St. John's Park . The contractor will install a special fence in the boulevard between their storage area and the park to keep stockpiled dirt and gravel from running off into the park during storms. This storage area will likely remain in this location for the duration of this project. CPE has already been using this area as their material storage area.

  • S.V. ROAD CONSTRUCTION UPDATE

    The City of Edina will be completing work on both Concord Avenue and South View Lane during June: Work will begin on Monday, June 9th and should be completed (weather permitting) by July 1st. This work will restrict but not shut down traffic on these roads.

    Concord Avenue from South View Lane to School Road: some replacement curbing and final layer of blacktop.

    South View Lane from Concord to Normandale: New curbing, drive inlets, and sidewalk. Grinding down of current blacktop and then re-paving of new blacktop.

    During the June road work time period, day-to-day changes to parking lot inlets, coned off areas, sidewalk work, etc. may create temporary one-lane traffic, changing parking lot access, etc. Access to the S.V. south lot and ECC central lot may be tricky, but usable. The final layers of blacktop for both South View Lane and Concord will occur at the same time and will require shutting down these roads (estimate for last week of June) in order to facilitate paving and proper cooling of the pavement before car traffic is allowed.

    The building at the corner of Valley View & Wooddale which contains Clancy's and Wooddale Mortgage (call Gage Walker at 952-920-0322 for a mortgage) is owned by Richards & Wanninger, LLC. The partners are former Mayor Fred Richards and local Realtor John Wanninger. R&W purchased the building from Fairfiew Systems in November of 2004 with the plan to eventually redevelop the site into for sale multi-family housing (condos).

    Clancy's has a binding lease which they recently renewed. They have nearly 5 years remaining on their lease and have an option for an additional 5 years beyond that. It is likely that any redevelopment will take place in 10 years, unless Clancy's does not renew in 5 years.

    John Wanninger also owns a pair of homes at 6104 Kellogg and 6112 Kellogg. Both are rented out. Both are in excellent condition. 6104 just got a new kitchen and bathroom and front yard landscape. The current tenant is enjoying her 2nd year in the property. 6112 was just acquired in July and is not yet rented out. Professional snow plowing and landscaping services maintain both properties. (I recommend Gresham Snow Plowing- a local business- 952-925-5952)

    The East Edina Housing Foundation owns several other homes as well as the former Roster's U-Haul site. Richards & Wanninger have nothing to do with those properties and have no agreements whatsoever with the City of Edina nor the East Edina Housing Foundation to acquire those sites. We are not aware of any plans the City or Foundation may have for those properties.

    There have been rumors about 'low income' or 'affordable' housing on the site. The Edina Affordable Housing Initiative is a local group that would like to have some input on any redevelopment. I met with their consultant for the first time in September of 2005.

    We have not promised or agreed to anything regarding affordable housing or low income housing. I received a letter from their group in late 2004 explaining some of their goals, but nothing since then.

    The bottom line is that we have hired a commercial real estate broker to fill up the building with commercial tenants. We will be making minor repairs to the parking lot this fall, but other than that, it is unlikely you will see any significant changes to the corner for many years.
